БОЕЦ внесохме официален сигнал до Световната здравна организация по повод множество  случи за  откази в България да бъдат тествани медици и контактни с доказано заразени с KOVID 19 лица. Това са най-рисковите групи и ако те не се тестват, то няма как да се установи и реалният брой на заразените, което изкривява картината за епидемиологичната обставновка в страната. БОЕЦ установихме, че тези действия на властите в България са умишлени и са в следствие на спуснати от Националният оперативен щаб инструкции до всички РЗИ в страната да не се взимат и изпращат проби на контактните, включително и медици. Разкрихме и огласихме адсурден случай във видинската болница, при който на медици, които освен, че са контактни, са проявили и симптоми и са хоспитализирани и въпреки това Референтната лаборатория в София ОТКАЗА да изследва пробите им основавайки се на инструкцията спусната от Щаба, лично от професор Кантарджиев. След намесата на БОЕЦ и разгласяването на скандала от няколко свободни медии властите бяха принудени и взеха повторни проби на тези медици, като пети ден те очакват да разберат резултатите си. Тази умисъл ни кара да мислим, че чрез неизследване и отказ да се тестуват най-рисковите групи в България, правителството и Щаба умишлено целят манипулация на данните и поддържане на изкуствено нисък брой на официално откритите случаи на заразени с KOVID 19 в България.

Това са антихуманни действия, сравними с укриването на истината за Чернобилската катастрофа през 1986г. Правителството и Щаба, чрез ограниченията и инструкциите да не се изследват контактните и медиците от първа линия, като в същото време тези хора не биват поставяни и под карантина поставят в риск и застрашават живота и здравето на милиони българи. Нашият извод е, че това се прави единствено с политически цели, като на гърба на болните и здравите затворени по домовете им, Борисов и компания си правят ПР, отчитайки малко заразени и приписвайки си тези резултати, като свое постижение и  заслуга. Няма никавка друга логика. Да заблуждаваш обществото и да криеш истината,  само за да се хвалиш как някой те давал за пример в Европа е престъпление срещу обществото!  В същото време стотици хиляди граждани и фирми са изправени пред глад и фалити. На болни от други болести се отказва лечение. Изкуственото отчитане на незначителен брой заразени внушава на гражданите фалшивото чувство, че епидемията не е страшна и това води до нарушаване на мерките. Как да си обяснят и повярват  хората, че трябва да убият бизнеса си, който са градили цял живот, и как да търпят всекидневни несгоди и да спазват репресивни мерки и ограничения заради епидемия от която са се заразили 600 човека от седем милиона за един месец? Как да повярват хората, че заради 600 заразени за един месец трябва да изхарчим 10 милиарда външен дълг и още толкова от бюджета и европейските фондове, които не могат да върнат и платят и внуците на внуците ни?

В сигнала си  до СЗО. прилагаме документи и видеоматериали, както и медийни публикации, с които доказваме своите съмнения и твърдения. БОЕЦ имаме наш контакт в Женева, чрез който след официалната регистрация на сигнала той е приет и разгледан незабавно от Анри Пинар Кларк и Лиубе Негре, служители в отдела за управление на кризи и секцията за Ервопа в СЗО. Данните са препратени и до кабинета на д-р Тедрос Гебрейесус – генерален директор на Световната здравна организация.

INFORMATION ABOUT COVID-19 IN BULGARIA

As a non-governmental organization operating for the public benefit, in relation to the COVID-19 pandemic, we would like to bring to your attention the below terrifying information about actions undertaken by the Bulgarian institutions, which put at risk the lives and health of millions of Bulgarian citizens.

On 02.04.2020 at BOEC we received an alert from nurse Mariana Varbovska working at the Municipal Hospital in the town of Vidin, where a patient proven to be infected with coronavirus was admitted for treatment. She was a part of the Emergency Team, which on 30.03.2020 admitted and treated the said patient. She informed us that on the third day after the admission of the patient, COVID-19 samples were taken from herself and the other physicians working in the emergency unit and the pulmonology ward where the infected patient was admitted for treatment, but they were subsequently notified that their samples would not be tested.

During the patient’s accommodation, some of the physicians did not have the necessary protective equipment on, and it was not before two days afterwards, when it became clear that his coronavirus sample was positive, that the necessary personal protection measures were taken, which was actually one of the reasons why the physicians were taken samples afterwards.

On 03.04.2020 Georgi Georgiev from BOEC carried out an inspection by holding meetings with the hospital Manager Dr. Naydenova and the Director of the Regional Health Inspectorate (RHI) of Vidin, Dr. Vladinsky. The inspection witnessed a horrifying picture, which is the reason for our alert.

Dr. Naydenova confirmed that on 02.04.2020 she, as a worker in the pulmonology ward where the infected patient was accommodated, as well as her colleagues from the same ward and the emergency team, were taken a total of 19 samples which were sent by the RHI to the Reference Laboratory in Sofia.

On 03.04.2020 the Reference Laboratory in Sofia REFUSED to process and test those samples. The Director of the RHI of Vidin justified the refusal with an instruction given to all RHIs throughout Bulgaria: not to take and test any samples of persons who have been in contact with proven coronavirus infected persons, as well as such of front-line physicians. We at BOEC established that as early as April 02, when the samples of the physicians from the Vidin hospital were taken, four of them, including Dr. Nikolay Nikolov – the head of the pulmonology ward, were hospitalized in the same ward with flu-like symptoms and temperature above normal. Those physicians, apart from having been in contact, also had symptomatic at the time of sampling, and nevertheless, by order of the National Operations Headquarters and the Government, they received a refusal and their samples were not tested!

We from BOEC provided Dr. ******* with the hospital records evidencing that on the day he was sampled for COVID-19 – 02.04.2020, he had already been hospitalized and had symptoms. At the same time, those physicians, as well as some of the other contact persons, were not quarantined, but rather continued to move freely within the hospital, throughout the town and to have contacts with both patients and citizens without any protective equipment.

Following the public announcement of the case, on 04.04.2020, repeated samples were taken from all contact persons and physicians from the Vidin hospital and resubmitted for testing.

To date, 08.04.2020, the persons tested have not been informed of the results of their samples.

The instruction not to take and test samples from contact persons and front-line physicians was confirmed in an official interview with the Director of the RHI of Vidin, Dr. Vladinsky, for the Bulgarian National Radio. We at BOEC have received many similar alerts from physicians and citizens across the country.

We from BOEC also attach the medical records of Dr. *******, which evidence that on 02.04.2020 he was admitted for treatment with flu-like symptoms and which explicitly state that he had been treating a coronavirus infected person but nevertheless on the next day his sample was rejected and refused to be tested by the Reference Laboratory in Sofia.

We at BOEC believe that in a pandemic and emergency situation, it is inadmissible – and in our opinion, criminal as well – not to test samples taken from front-line physicians who have been in contact with proven coronavirus infected persons. If we do not test such groups that are posed at the highest risk, then who are we going to test? These people become disseminators of the virus and still remain unidentified. We believe that in a pandemic, the most important task is to identify those infected so that they can be isolated and cared for and to protect the rest of the population from becoming infected, thus resulting in the loss of lives. In Bulgaria, this is not happening. With a laboratory capacity of 6,000 tests per day, according to official information from the National Operations Headquarters and the Government, between 200 and 500 people are tested daily, which is between 3 and 9% of the capacity of the laboratories.

We at BOEC would like to expresses our doubts that behind these actions are political reasons. The Prime Minister Boyko Borisov reiterates daily, during one-hour extraordinary briefing monologues, that he was given as an example throughout Europe, for the few infected people reported in Bulgaria and for the effective measures of the Government. There is no way to report infected people when there is insufficient testing and the groups posed at the highest risk are not tested – contact persons and front-line physicians. Thus, fewer infected people are reported and a manipulated and distorted picture of the situation in Bulgaria is depicted. This is not a precedent for our country.

Last fall, the Government was hiding from the public, until the conclusion of the elections, that the water in the Studena Dam was running low, resulting in over 120,000 Bulgarians being put under a water restriction regime which lasts to date. In 2018, it became clear that the Government had been hiding for two years that the water in the district center, the town of Haskovo, was contaminated with uranium.

We believe that the same is happening now – the Government is hiding the truth for the purpose of PM Borisov’s personal PR and is using the National Operational Headquarters as a conduit for these actions and for serving his personal interests.

On this day, 08.04.2020, at another extraordinary briefing of the headquarters, the Prime Minister stated, „Yes! We may have failed to test enough people.“ This headquarters was created by personal order of Prime Minister Boyko Borisov and is under his personal authority. The headquarters has no public phone lines, email, official web page, or any other platform or contact method…

БОЕЦ заявяваме категорично, че разкритите от нас действия и практики на българските власти са антихуманни и застрашващи живота и здравето на българските граждани, за което трябва да носят отговорност, включително и наказателна, за което сме сезирали прокуратурата. Заради зависимостите на прокуратурата и главният прокурор, които считаме за неспособни, зависими, корумпирани  и компрометирани, не очакваме никаква адекватна реакция от тяхна страна и затова сме принудени и търсим защита, разследване и проверка от международните институции. 

БОЕЦ призоваваме всички граждани стриктно да спазват мерките обявени от СЗО за лична хигиена, социална дистанция и защита. Защото НЯМА кой друг да ни защити! Затова трябва да сме още по-отговорни. Без паника и без страх, с отговорност и решителност. Пазете се и реагирайте яростно и незабавно на всички лъжи, репресии и посегателства на управляващата ни мафия въху свободата, правата ни и демокрацията. Трябва да се преборим с вируса и да потърсим отговорност на управниците ни за всички извършени престъпления. Трябва да получим незабавно отговори на поставените въпроси и виновните да понесат отговорност!
